We Know Experience Matters.
For almost 40 years, we have been involved in a wide range of projects that have given us a depth and breadth of experience that cannot be matched in our region.
Some have called us pioneers in working with federal and local governments to transform places that had been mired in poverty for a long time. In 1980, for example, we were instrumental in the development of Whitman Park in Philadelphia, a racially charged project that was considered a top priority of President Jimmy Carter.
Today we are transforming a major gateway to Washington, D.C., with Capitol Gateway, a complex multi-phased master planning project. We have already completed the development and sale of 380 homes and a senior building. Our next phase will add over 300 apartments, 18,000 square feet of retail, and a Walmart.
As a result of our experience, we are experts in the intricacies of urban transformation, such as multi-partner collaboration, negotiation, entitlement, historic landmarks, zoning, transportation, financing, community needs, to name just a few. When you have been involved in more than 50 major urban projects, you understand how to avoid and solve problems so that risk is minimized and long-term success is optimized.

We are selective, deliberate and conservative to ensure that we are adding value and deploying the right resources so that the projects we develop will be viable and successful for many decades. Our business model requires long-term vision and thorough, thoughtful planning that considers every aspect of development, including bringing on the right partners and mitigating risk.
We Understand the Market.
For almost 40 years, A&R Development has owned, developed and invested in properties where we live. We understand that while Baltimore and Washington D.C. are connected in many ways, they are two very distinct areas with their own vision, challenges, movers and shakers, and community needs. Because we are an integral part of these distinct communities, we constantly track the social, political and financial dynamics. That’s something firms outside of the area are not able to do, and it enables us to successfully work on multi-million dollar projects with high efficiency and quality.
